The McCampbell Game And a Video

 

On Wednesday the 17th at the monthly School Board meeting we all received a pretty big and long planned slap in the face. The details of that slap being made clear yesterday. I feel that it was no big surprise to any of us, but the amount of money involved still caught many off guard.

Many are outraged and by rights we all should be, but what I wanted to talk about today is my opinions on what has lead to this final act of depravity. We have all had a while to think about it, and at least for me it still is difficult to wrap my head around.

$250,000 – The median income for a household in the village is around $41,583, and the median income for a family was $48,525. $250,000 would be more then five years of household income in Schiller Park Illinois, but isn’t this money supposed to be for the purpose of educating the family’s children? If that is the case then it shouldn’t matter that most people could live for five years on that sum of money. The biggest question I have is if it will actually be used for its intended purpose, but we may never know. We can use history to point us in a direction but it’s still all just a bunch of opinions.

That is a lot of complaints to most people, but when it comes to this family it only scratches the surface. No one with the exception of the School District actually has a solid count of complaints filed against the School District of Schiller park. I have heard numbers anywhere from 70 to 90 individual complaints, and many many more filed against other educational establishments. They have attacked individual educators reputations and have been the reported cause of many people leaving their careers in Schiller Park. That still does not include the significant amount of complaints filed against other organizations that they may have something to gain from. I have yet to receive any confirmation that any of these complaints were actionable. I’m sure with hundreds of complaints filled all over, that something was actually done wrong some place, but to the best of my knowledge that is not the case here in Schiller Park, or its School District. Please correct me if I am wrong but trust me when I say I have looked.

The typical actions taken after a complaint is filled is harassment. Once you have been accused then the following, video taping, social media stalking, parking outside of your house, and more complaints accelerates. It’s the pattern we have seen so many times.

If I understand this correctly the School district is no longer legally responsible to provide an education to the McCampbell children. So what doesn’t that mean now? Private school, or home schooling, frankly it is none of any of our business, but I desperately hope that it will be home school as to keep any other educational facilities from suffering the wrath two adults seeking endless compensation for nothing at all. I also hope that some of the state organizations designed to monitor the safety of children keep a very close eye on this situation.

This can be viewed a few different ways, but if we take into consideration that the parents in this situation have never had a complaint that was deemed valid it looks like a little bit more fuel to the thought process that this was the end result they were shooting for all along. This is all of course opinion, but it sure does seem plausible. To the best of my knowledge no action other then self preservation has ever been taken against Schiller Park School District 81 as a result of a McCampell or Goldthwaite complaint.

Pretty self explanatory, but not surprising. Especially since it is a true statement. I can only imagine that the purpose of agreeing to such a settlement has everything to do with the unbelievable and unknown costs of legal fees to defend against the endless complaints filled by the McCampbell and Goldthwaite team. Even if their is no guilt at all lawyers cost money and a good name needs to be defended. All that boils down to the defense of the education system in Schiller Park.

Let us just see how this one goes. In my opinion others will just speak for him, and he has proven that he has no problem using unknowing participants as a mouthpiece.

Pretty self explanatory, but although I of course believe that the representatives of the School District acted of their own free will I feel that they were backed into a corner and had no other choice but to pursue such a settlement if for no other reason then to protect the rest of the children of School District 81.

It is most assuredly a lot to chew on, but when taking my opinions and mixing them in with the history of these individuals and their alleged past actions one can only assume the worst. You have to simply to protect yourself from becoming the next victim.

Dont become the next victim. Stand up and speak out against the people that have made destroying this town and its children’s future their number one priority.

 

Missed Educational Opportunities

I was recently reading an older article on TribLive written by Kellie B. Gormly (found here) One of the points in the article really stuck with me.

• Don’t demand benefits for your child to the detriment of other children’s needs.

This really stuck with me, and I really cant stop thinking about it.

What has the actions of one family cost every other child in School District 81? More specifically what has the actions of one family cost all the rest of the special education students of Schiller Park School District 81? In monetary terms tens of thousands would probably be a severe understatement. Hundreds of thousands would most likely be more accurate. Can we calculate the educational opportunities lost do to the turmoil surrounding these two people? No matter the price the cost was to high.

We are talking about time in these children’s lives they can never get back. Lost opportunities that will never again be realized. What these two have done should be a crime, and some day maybe it will be, but for now it is up to us to stay informed and educated. We have to be the defenders of our children and grand children. We have to advocate not just for the rights of our own, but for the rights of all children. We have to use the examples of two very destructive adults as what not to do, and learn from the examples of destruction they have perpetrated on Schiller Park School District 81. We have to look at the source of accusations and complaints a little closer, and use that information to appropriately place the venom they speak into the correct category.

Numerous rumors and untruths have been continuously circulated and posted regarding this very politically active individual.

It is time to set the record straight.

These FACTS: are verified and proven through news articles, court documents, F.O.I.A. requests, his own blog, and resignation letters. Much of this information was taken from the Indictment filed against him. Some of the following “FACTs” are accusations by the states attorneys office, and part of an IndictmentIn the United States of America everyone is innocent until proven guilty.

FACT: McCampbell took advantage of misguided trust and breached every fiduciary duty in drafting and manipulating his employment contracts obtaining benefits never openly disclosed or knowingly authorised.

FACT: McCampbell took measures to cover up his actions and those of his administrative assistant and ultimately just blatantly stole compensation.

FACT: McCampbell, is credited with putting Bellwood Illinois in almost 100 million in debt.

FACT: McCampbell bullied insurance benefits that were never authorized or permitted, and $100,000 in insurance compensation between 2008-2009

FACT: McCampbell stole $20,000 in compensation in 2008

FACT: McCampbell stole $36,000 in compensation in 2009

FACT:  McCampbell Authorized over $400,000 for his administrative assistant’s loyalty and cooperation between 2006-2009

FACT:  McCampbell admitted to taking advantage of the village and actively covered up his true pay.

FACTS: The Defendant ROY F MCCAMPBELL is charged by Grand Jury Indictment with the felony offenses of 720 ILCS 5/16-1

  1. (Theft from Government in excess of $100,000, Class 1 felony),
  2. (Theft in excess of $500,000, non- probationable Class 1 felony).
  3. (Theft from Government in excess of $10,000, Class 1 felony),
  4. (Theft from Government in of $500, Class 3 felony)
  5. 720 ILCS 5/33-3 (Official Misconduct, CIBSS 3 felony)

FACT: Bellwood, Illinois filed a complaint in Cook County circuit court accusing Roy F. McCampbell of running village finances into the ground as he had control of the budget between 2005 and 2009 as comptroller, public safety director and corporation counsel. He was paid more than $1.5 million over this period, ending 2009 with a salary of $449,312.

FACT: “Defendant acted with reckless disregard for the rights and interests of the village in the performance of his duties while a village employee,” the sworn complaint stated. “As a result of his willful, wanton, and/or reckless conduct, the village suffered economic and non-economic damages.”

FACT: McCampbell’s child was dismissed from his school due to abuse of the staff by him and his wife. — information discovered from a currently deleted blog post by McCampbell himself (here)

FACT: McCampbell has filed many unsubstantiated complaints against the school district and its staff, and continues to do so. (more on this in future blog posts)

FACT: McCampbell has stalked teachers and staff on repeated occasions. Including people that have already resigned.

FACT: McCampbells repeated unsubstantiated complaints, and delaying tactics have cost this town and its tax payers hundreds of thousands of dollars.

FACT: McCampbell has used his knowledge as a lawyer to intimidate residents who stand up and defend their children’s education.

FACT: McCampbell has made regular and continuous unfounded accusations against members, and employes of this community with various state organizations.

FACT: McCampbell still practices law despite his ethical breaches while employed by the village of Bellwood

FACT: ROY F McCAMPBELL has stated his intention on running for school board of School District 81 on the April 2015 ballot. Is this the type of man anyone would want having a say in how are tax dollars are spent, or how your children are educated?

I am a bit perplexed and saddened that this individual has the nerve to actually ask for peoples votes!

In subsequent blog articles I am going to explore each of these FACTS more in depth.  We all have a right to differ in our opinion with others.   We need to respect this right of differences of opinion and approach it in a civil manner, but also respect the interests of the constituants in this community and know when to step back.

OPINION: McCampbell has many people tricked into thinking he is doing honorable work  Examples:

  1. Roy, your colleagues, friends and your family know who and what you are. All others matter not one bit, they are merely petty and jealous (and who could blame them). The only way they can be big is to stand on your shoulders. Let them spin their lies, they deceive no one but themselves.
  2. Way to go Roy, tell it as it is…..

OPINION: McCampbell has an unnatural fear of potholes, radon, landfills, and honest people.

Guidelines for Choosing an Attorney for Special Education Representation

If you have a child with a disability, you may find yourself in circumstances in which you require assistance in securing services to meet your child’s educational needs. In such circumstances, you may turn to an attorney for assistance. Below are some basic guidelines to assist you in selecting an attorney who will be helpful to you.

I want to add one very important piece of information before you get to the official State of Illinois list. This is not on the original, and is simply something that I feel many people overlook.

Do an internet search on any perspective attorneys to make sure they will best suit your needs. Some times you may find the person that seems genuinely perfect to help you in you and your child’s situation just may be in a bit of legal trouble, and nothing would hurt your efforts as a parent more then loosing your attorney in the middle of all your hard work because they went to jail.

Select an attorney with special education expertise.
Special education is a complex area of the law, and one not generally taught in law school. Attorneys who assist parents in this field should be well-versed on the various federal and state laws and regulations, as well as the current special education cases coming from the courts.

Select an attorney with special education experience.
The practice of special education can involve simple negotiations, mediation, administrative hearings (called “due process hearings”), or court hearings. Attorneys who assist parents in this field should have experience with all of these areas or at least be able to explain the scope of their special education experience.

Ask how the attorney charges for his/her work.
Special education practice can range from public service attorneys who work for free or at low cost to eligible families to those in private practice who charge for their work. Be sure you understand and get in writing a statement of any and all retainers, hourly fees, or flat fees for representation.

Understand your role as parents.
Attorneys can advise you on the status of the law and about expected outcomes of your case based upon an analysis of the facts and the law. However, you remain the ultimate decision maker with regard to your child’s educational planning. You should also get regular updates from the attorney (preferably in writing) as to the status of the case. The attorney should be reasonably available to answer your questions and clarify issues.

Find out if the attorney has support personnel who will be assisting him/her.
Attorneys can be alone in the representation of families (called “solo practice”) or can practice with other attorneys or paraprofessionals. If you are likely to come in contact with or get billed for such other people, you should understand this person’s role in the case. If the attorney is using a paraprofessional as a lay advocate, you should understand how closely the attorney will supervise this paraprofessional.

Understand how long it may take to resolve the matter.
In some cases, attorneys can negotiate speedy resolutions for their clients; in others, it may take months to reach a resolution. Discuss with your attorney the time frame he/she anticipates in resolving your specific concerns. The attorney should be able to describe the various dispute resolution tactics (negotiation, mediation, due process, or state monitoring) that could apply in your particular case and a reasonable time frame for each.

Select an attorney who understands your child.
Each child with a disability is unique and presents unique educational concerns. Make sure you are confident that your attorney understands the underlying disability and how it manifests itself in your child. If a particular type of disability is new to an attorney, he/she should be willing to educate himself/herself in its particulars.

Let me first start by saying I am very happy to see that Mr Stachura’s wife has made a full recovery, and was in good enough health to attend both the Mayor’s dinner, and a fund raiser for the Citizens United Party. The CUP as the candidates call it could not ask for more honest and trustworthy supporters then David Stachura, Mary Jane Goldthwaite, and Roy F McCampbell!

Dear Roy and Mary Jane:
The Board of Education of Schiller Park School District 81 authorized me at the Board of Education meeting held last night, November 5, 2014, to respond to your recent allegations against Superintendent Dr. Kimberly Boryszewski. This explains a lot about the people who did, and did not feel the need to attend the meeting. The very obvious political posturing of the boards leadership, and their follower is another prime example of their lack of dedication to the school district. Patricia Godziszewski being just as guilty as David Stachura. This was a very important meeting, and it set the stage for the protection of the staff of District 81.

Your continued allegations against Dr. Boryszewski have risen to the level of harassment. Your allegations are irrational in nature and are escalating in both frequency and hyperbole/exaggeration, which has caused Dr. Boryszewski to fear for her personal safety. Your allegations are replete with innuendo and suspicion and are not based on fact. For these reasons, your allegations will not be investigated pursuant to the Board of Education’s Uniform Grievance Procedure (Board Policy 2:260). Dr. Boryszewski has attempted to work collaboratively with you over many years, including as recently as Tuesday, October 28, 2014, when she met with you (Roy) in person in an effort to ‘clear the air’ and foster a working relationship with you. At the present time, her continued attempts to do so are futile given your conduct. It is nice to see that the district finally has a law firm that has the best interests of the district, and its staff at heart. The harassment of the Superintendent of schools is being noticed by people who are in a position to do something about it. Even though the school board should be able to protect the administration, until recently it has not been able to do so. Either by choice of David Stachura, and Patricia Godziszewski, or by lack of majority.  It is also not surprising that any attempts to foster a good working relationship with the McCampbell family would find no success.

The Board of Education considered issuing a no trespass directive to you pursuant to section 5/21-5(a) of the Illinois Criminal Code of 2012 [720 ILCS 5/21-5 – Criminal Trespass to State Supported Land] which gives public bodies the authority to prohibit individuals from entering land supported with State funds after they have received notice that their presence on the land is forbidden. However, the Board of Education has decided not to place this restriction on you at this time, in the best interest of your children. The Board of Education asked me to convey to you that it will reconsider this decision if you do not conform your behavior to the directives contained in this letter or if other circumstances warrant reconsideration. It is a very sad situation when this had to be considered, but because the District has nothing but the interests of children as their motivation it is of no surprise that this action has been held back. I do also believe that it may still be put to use. Mr Roy McCampbells harassment will not stop until he has been convicted, and imprisoned.
Dr. Boryszewski has notified the Schiller Park Police Department of her concerns for her personal safety and a copy of this letter will be provided to the Chief of Police, Anthony Brzezniak. I know for a fact that the Schiller Park Police Department will take this very seriously, and this is not the first complaint lodged against either of the McCampbell adults, and you can bet on it not being the last. Because of the seriousness and extent of your harassing conduct specifically directed toward Dr. Boryszewski, you are directed not to communicate with Dr. Boryszewski in any manner, including written, verbal and/or electronic communication. All matters relating to your children’s educations shall be directed to the following individuals, whom you are authorized to communicate with:

· Brian Amsler (Assistant Principal Lincoln Middle School) bamsler@sd81.org
· Darcy L. Kriha (Board of Education attorney at Franczek Radelet P.C.)      dlk@franczek.com

You may communicate with other District staff members serving your children in the normal course. Roy, I also want to clarify that in your capacity as counsel for certain families in the District, no restrictions are being placed on your communications in those contexts, with the exception that you may not communicate with Dr. Boryszewski under any circumstance. I still can not understand that with all that is known about this individual there is people that would take his legal advice, or look to him for guidance in times of difficulty. He used his position, and knowledge as a lawyer for personal gain through theft, and misconduct. There is many quality, knowledgeable, and free legal aid services available. People who actually have the best interests of children, and special education in their heart. People who understand how to work together to achieve a meaningful, and valuable outcome. Lets not forget that his/their advocacy for their own child resulted in that child being removed from his school by the school. How did that help or benefit the child’s education?

As examples of your harassing conduct, you have made the following allegations
in just the last month, all of which are false and are categorically denied:
· That Dr. Boryszewski is “inciting the community at large” against your family. – This is ridiculous, but a typical Roy McCampbell mindset. To him there is no capability for intelligent self thought in this town. That is why he has chosen his close personal friends, and the reason he seeks out certain individuals in this community. There is a specific personality type that is open to the narcissists influance. He finds them fast, and converts them easily. These people give him the perceived power he craves, and the added motivation to continue his war on education, and good government. The “community” as a group is full of very intelligent residents with a mind of their own who know how to read, and think for themselves.
· That Dr. Boryszewski brings a binder with her to meetings that contains and that she uses this binder as a “prop.” A prop? Like Roy F McCampbells stack of papers used to confuse the village board of Bellwood until they gave him what he wanted? The difference if I had to guess is that Dr Boryszewski’s “binder” has things of value in it that pertain to the subject at hand.
· That Dr. Boryszewski’s “profile” is one that you “have witnessed in the last 7 years of ‘everything being about her,’ and her ongoing efforts to incite the community against our family.” She does not fit the “profile” of a narcissist. This is an attempt by Mr McCampbell to project his issues onto another individual, and to distract from his own shortcomings.
· That Dr. Boryszewski “continuously makes various negative comments” in reference to your family. Very unlikely.
· That there has been a “constant effort by persons associated with Schiller Park School District 81 to ‘shame’” you and that you have concluded that these efforts “clearly appear to be emanating from the Superintendent.” Because in the mind of Roy F McCampbell no one has the ability to think on their own. He feels this way because he has no friends that have such an ability. He guides all of his “McCampbellites” in the ways of harassment, and therefor so must his opponent, because to him this is just a game.
· That individuals have been solicited to “work as proxies for the Superintendent and or Board of Education in a very hateful pursuit of me and my family.” He would of-course think this is the case for everyone as this is his situation with David C Stachura, and Patricia Godziszewski. They are his “Proxies” and should be dealt with as such.
· That Dr. Boryszewski has utilized “proxies to take this controversy to the community at large and negatively impact my family and children.” No “Proxies” like his own, and the damage they have helped cause. His “Proxies” have been taking his made up controversies to the community for years. David Stachura, and Patricia Godziszewski have still not found the rampant corruption they preached on about during the last election. Guided by Mr McCampbell I am 100% sure.
· That the situation is “a boiling controversy that never ceases to end between my family and the Superintendent.” By his own doing. The attempts have been repeatedly made to come to an understanding, and every time have ended in failure. An understanding in the McCampbell vocabulary translates to his way.
· That Dr. Boryszewski has encouraged the “mythical character” James Tompson to file FOIA requests “furthering the intrigue … thereby supporting the Superintendent’s continuous conduct of inciting the community against our family.” I am sorry for dashing your hopes Mr McCampbell, but I have never spoken to the Superintendent of schools. Although I would welcome any conversation there has never been any type of discussion let alone about you or your family.
· That “James Tompson” is a “nom de guerre being used by someone associated with Schiller Park School District 81 to trash me and my family” and that the information that James Tompson is using has been provided to him by District personnel. Là encore, comme je l’ai dit avant aucune des informations que je l’ai posté a été donné à moi par quelqu’un «associé» avec le district scolaire 81. Au moins pas de celui qui y travaille , mais de nombreux résidents ont partagé des informations avec moi, et de continuer à tous les jours . <— I can also use french words to make myself sound more intelligent.
· That the District is purposefully hiding James Tompson’s “false identity” … and that James Tompson is “being supported by the Administration to intentionally hurt my family….” I will reiterate something I have stated before. I am supported by any intelligent individuals who are able to do their own research, think for themselves, and verify my postings, people who care about the destruction of Schiller Park and its Schools. I will also add that a lot of people know me, and not one is hiding my “false identity” as it is not false, and I am very real. I also do not know any of the staff of the schools so how could they possibly hide my identity?

You indicated that “less than 24 hours after the meeting [held on Tuesday, October 28, 2014] my wife was receiving communications from an array of community members advising her about not only the meeting occurring but also very jaded details in favor of the Superintendent coming out of that meeting.” Please consider this letter a standing request for the names and contact information for the community members you are referencing. I can help with a few of the names, David C Stachura, and Patricia Godziszewski, Your request for copies will be treated as a student records request under the Illinois School Student Records Act and will be honored within the 15 school day timeline set forth therein. 105 ILCS 10/5(c).

During our meeting held on Tuesday, October 28, 2014, the District offered to hold regularly scheduled meetings with you to discuss any concerns that you had regarding your children’s educations. This offer stands. Dr. Boryszewski will specifically not be a participant during these meetings. A meeting schedule will be sent to you under separate cover. These meetings will be audio-recorded and maintained as a student record, with copies of the recordings provided to you within 48 hours after the conclusion of each meeting. Your requests that the District participate in mediation and appoint a third party to conduct an investigation are both denied. This no doubt would have cost the community more money, and taken away from the education of the children in the district. But to what end? Mr McCampbell will never fully get what he craves, and therefore will never stop attacking/harassing.

So what is Roy F McCampbell trying to do by making his headlining blog invitation only?

Is he trying to hide all the hateful attacks against quality members of this community, and staff of the school district?

Is he trying to hide all the dead Google links to the items he has been deleting in the vain attempt to save what’s left of his false persona?

Is the harasser himself trying to build a harassment case against this blog by hiding all the harassing he has written, and items I have quoted, and copied from his very own posts, and pages?

Is he being guided by an outside party in an attempt to stop the truth?

Could Roy McCampbell be trying to save what few friends he has remaining that still believe his lies? have they fallen victim to his treachery, or are they stuck in his narcissistic web of untruths?

He has made a career of outright trying to destroy people’s livelihoods, and make himself look better in the process. Making them look as bad as he can in the name of good, but this is, and always has been a lie. It is my opinion that there is very little to no good in Roy McCampbell’s motivations, even when it comes to his two youngest family members. It’s also my opinion, and that of many others that it has all been an attempt to cover up his past on the inter-web and social media pages. If you research Roy F McCampbell you no longer get his tireless attempts at personal salvation through social media outlets that preach his false vigilantism. You now get his past, and true personality. You get the things he has done to destroy other communities with his self serving interests. Roy McCampbell has for many years been attacking the good people of this and other towns who do not give him what he wants. Continuing to follow them even after their hurried departure from his sphere of influence.

Long before his beginnings on the social media circuit Roy McCampbell started practicing what some have called career or character assassination. A qualifying example of these activities is Dr. Kimberly Boryszewski. Roy McCampbell’s attacks have raged on against the School District 81 Superintendent for almost a decade with no end in site. 100s of complaints against Dr. Boryszewski and the district with no actual substance, and for the sole purpose of control through fear. Let’s also not forget the special education director he pushed out of the school district, or the school nurse your children no longer have due to his “issues” with her. He would say that he was cleaning house, and that it was all in the name of good for the protection of your children. “Every organization needs a good exorcism” McCampbell stated once in a now deleted or hidden blog post, and he is right. This town does need a good exorcism.

Roy F. McCampbell is not running for the Schiller Park School District 81 Board of Education in April, 2015, or for that matter any Board of Education. I spent 12 years on the Schiller Park School District 81 Board of Education from 1985 thru 1997 serving as President for 10 of those years. <— See below, and might i add thank goodness!

I was approached this Fall and encouraged to consider running for the Board of Education of District 81. But clearly this would not serve any purpose in my life or my family’s lives at this time. I have not had any petitions circulated for the election nor prepared for circulation. <— Approached by Mr Stachura maybe?

It would further open my children to attacks by the District administration as well as interfer with my special education advocacy that I am currently pursuing in behalf of many families throughout the Chicagoland area. Because I have concerned over the actions of the Administration of District 81. <— You have been trying for years. If you actually had anything of truth the people you have accused would no longer be employed.

The District closed 2012-13 with a surplus of almost $1.5 million, and yet after this was known the Board of Education adopted a maximum levy on the taxpayers of the District, knowing full well that on a $19 million dollar budget they have a reserve fund of $14 million. When recommended practice is to have a reserve of 25% of the operating budget or translated for this District about $4.5 million. <— A perfect example of you small knowledge of the situation, and the needs of a School District

Then I became aware during a presentation recently on the new budget that the District closed 2013-14 with an additional surplus of $1 million. What is the Board of Education going to do this year ? Adopt a maximum levy again ? <— See above

The Board of Education should have considered and adopted a policy this past year to set what the reserves should be maintained at during the budget year, ie., 25% of operating budget. This was not done. Without this type of Board direction, the Administration does whatever they want. <— Sounds like you are prepairing to run for School Board

In the Spring of 2013, I brought to the attention of the then Director of Special Education, Kim Cline, (Who you ran out of town) that the District was not following the law and ISBE regulations regarding the management and security of student records. The District refused to acknowledge the errors of their way. In the Winter of 2014, after Mr. Jeremy Hargus secured 702 pages of documents, I filed a complaint with ISBE to review the conduct of District 81, and as I have written previously,  ISBE agreed with my concerns and required the District personnel to be trained in student records management and institute a tracking system for who looks at the files of students. <— Thank god for your service! Wait wasnt that 702 page document all of your emails for less then a year?

I could write significantly more regarding the problems of the District, but this will play out over the next several months as the election progresses. <— The Narcissist sacrifices all for the well being of others!

FACT: McCampbell and his wife caused so many difficulties to one of his children’s schools that the child was not allowed to continue attending! The word used was “Abuse”

FACT: McCampbell took advantage of misguided trust and breached every fiduciary duty in drafting and manipulating his employment contracts obtaining benefits never openly disclosed or knowingly authorised.

FACT: McCampbell took measures to cover up his actions and those of his administrative assistant and ultimately just blatantly stole compensation.

FACT: McCampbell, is credited with putting Bellwood Illinois in almost 100 million in debt.

FACT: McCampbell bullied insurance benefits that were never authorized or permitted, and $100,000 in insurance compensation between 2008-2009

FACT: McCampbell stole $20,000 in compensation in 2008

FACT: McCampbell stole $36,000 in compensation in 2009

FACT:  McCampbell Authorized over $400,000 for his administrative assistant’s loyalty and cooperation between 2006-2009

FACT: Bellwood, Illinois filed the complaint in Cook County circuit court accusing Roy F. McCampbell of running village finances into the ground as he had control of the budget between 2005 and 2009 as comptroller, public safety director and corporation counsel. He was paid more than $1.5 million over this period, ending 2009 with a salary of $449,312.

FACT: “Defendant acted with reckless disregard for the rights and interests of the village in the performance of his duties while a village employee,” the sworn complaint stated. “As a result of his willful, wanton, and/or reckless conduct, the village suffered economic and non-economic damages.”

FACT: McCampbell’s child was dismissed from his school due to abuse of the staff by him and his wife.

FACT: McCampbell has filed many unsubstantiated complaints against the school district and its staff, and continues to do so. (more on this in future blog posts)

FACT: McCampbell has stalked teachers and staff on repeated occasions. Including people that have already resigned.

FACT: McCampbells repeated unsubstantiated complaints, and delaying tactics have cost this town and its tax payers hundreds of thousands of dollars.

FACT: McCampbell has used his knowledge as a lawyer to intimidate residents who stand up and defend their children’s education.

FACT: McCampbell has made regular and continuous unfounded accusations against members, and employes of this community with various state organizations.

FACT: McCampbell still practices law despite his ethical breaches while employed by the village of Bellwood

From 2005 to 2009 McCampbell served as

Comptroller –  A comptroller is a management level position responsible for supervising the quality of accounting and financial reporting of an organization. McCampbell recommended and orchestrated the village taking on over $98,000,000 in debt. He was hired in 2000 as village comptroller and began abusing his authority in 2005, the village says.

Executive director of the Bellwood Property Commission –  The Property Commission constitutes the towns Board of Equalization and Review for the valuation and taxation of property in the said town. Claims that a failed redevelopment project involving a new Wal-Mart store and Metra station landed the Village in $100 million in debt. The village says the project was introduced and overseen by McCampbell, who persuaded it to issue bonds, take out bank loans and buy up properties at inflated costs without a viable developer.

Chief executive of the Public Safety Department – Tasked with providing leadership and direction to the sworn members and civilian employees of a police department. Bellwood claims McCampbell hired a “preferred vendor” of the West Central Municipal Conference (WCMC) to install a wireless surveillance system throughout Bellwood, for $4 million in equipment and technology services. “McCampbell was the treasurer of the WCMC from 1984 to 2010,” the complaint states.   The village claims the $4 million system is outdated and poorly maintained, and that “The specific terms [of the agreement] are not known by the village.” What’s more, “The cameras failed to capture images relating to crimes, accidents and incidents that it was intended to capture,” the complaint states.

Finance director – The finance director is typically responsible for coordinating, supervising and directing the financial activities of the town. The village claims that McCampbell destroyed its credit so thoroughly it was unable to get credit to lease a truck.

budget director – A budget director oversees an organization’s revenue and expense process. $98,000,000 in debt.

Human Resources director – The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire company. The village claims McCampbell paid a payroll clerk for unearned overtime hours during his stint as human resources director. Her yearly salary should have been $35,000-$45,000, the complaint states. “However, this employee was paid between $100,000-$150,000 per year,” the village alleges. It claims that “McCampbell had specifically approved this employee to be paid for a significant amount of overtime hours that she did not earn.” raised his own salary by 700 percent.

Chief administrator and financial officer for the Bellwood Opportunity Development Corporation – Energetic administration and committed trustees, of Bellwood lay a solid foundation and prepare for the future through economic development projects, infrastructure improvements, public safety initiatives, and quality services. “There has been virtually no redevelopment in the village.

Assistant to the mayor – Under general direction, performs advanced administrative and professional management work in support of the Mayor in the areas of research, communications, public relations, project management and administration; assures the flow of accurate information in a timely and efficient manner; performs related duties as assigned. Corporation counsel –      McCampbell acted as corporation counsel and staff attorney simultaneously from 2007 to 2009 without approval from the village board, breaching his ethical duties to Bellwood, the village says.  At the same time, the village claims, it was paying an outside law firm $800,000 per year in legal fees.

In this case Pro means Scoundrel.

On May 16th 2011 Mr McCampbell wrote an article breaking down Illinois pension fund problems, and It was a very comprehensive explanation of what the problems are. He did his research. What was his actual reason for all the research, and the article? Was it to share valuable information with the public? Was the article’s purpose a continuation of the cover up of his past with SEO noise, or did he do all the research in preparation of “Working the system” some more and thought he would share in an effort to boost his ego? Well it wasn’t enough the first time. The IRMF (Illinois Municipal Retirement Fund) reduced his allowed pension after he retired from Bellwood.

The IRMF’s purpose: “Our 2014 – 2016 Strategic Plan was developed to focus IMRF’s efforts on achieving our Strategic Objectives in the five key result areas of: Financial Health and Sustainability, Investment Returns, Customer Service and Operational Excellence, Workforce Engagement, and the Modernization Program. The Plan supports IMRF’s efforts to maintain our 100% funding goal, our defined benefit retirement plan, and our independent Board of Trustees.”

But the real question here. What does activities like those of Mr McCampbell, and many more do to the system?

IMRF (Illinois Municipal Retirement System) provides pensions for virtually all local government employees except Police and Fire who typically have their own pension funds. The vast majority of employees contribute 4.5% of their wages to IMRF. Most IMRF employees also receive Social Security.

In a Septeber 10th 2010 IMRF information flyer they site a calculation made by the Chicago Tribune that over the past 10 years, salary spiking at IMRF employers has cost taxpayers approximately $145 million. gm_603

You have to ask yourself how a middle class town like Bellwood with a population of about 19,000 ends up paying an Administrative Manager $358,561 for an annual salary. I mean the mayor of Chicago makes $180,000. The document below lists all IMRF retirees who made more than $250,000 the year they retired.

Mr McCampbell, Village of Bellwood is #12 on that list:

Mr McCampbell inflated his annual salary for IMRF pension purposes by selling off padded sick days to the tune of 52 to 63 thousand dollars in 2008 and 2009 respectively.  McCampbell’s W2 shows that in 2007 McCampbell was paid $259,600.28 in total compensation, due to his last contract, McCampbell ‘s compensation ballooned to $401,704.26 in 2008, approximately a 55% increase . The Village of Bellwood had at the time approximately 19,000 residents.

After McCampbell retired, IMRF pension benefits were reduced by the IMRF who would not give McCampbell credit for the vacation and sick leave he sold back and still had on the books due to the inflated nature of the benefit because it was unique to only McCampbell, no other Bellwood Village employee had the same ability or benefit therefore McCampbell did not get credit for it or for unsubstantiated employment at other village jobs. It is clear McCampbell worked very hard on getting his pension payment as high as he could at everyone else’s expense. With respect to his 2008 contract, McCampbell did not provide the Village Board members ‘ copies of the contract before or during the meeting at which the Board was asked to adopt an ordinance approving his five year employment agreement. Board members have reported that McCampbell refused to provide them with copies of his contracts and that he refused to state how much money he was making from the Village. In 2008, the Mayor even commissioned a report of all salaries in which McCampbell lied about his and his administrative assistants pay. The defendant as chief financial officer was in charge of payroll and the one who calculated his exact pay. The defendant took steps to make sure no one knew what he was doing, in 2008 when the Mayor of Bellwood asked the defendant’s secretary, to prepare a report of all the salaries of all the village employees. She prepared the report with her actual pay and the actual pay of McCampbell. When McCampbell reviewed the report, he ordered her to change her salary to her base pay without overtime, $46,000 instead of the $150,000 she was making due to the exorbitant overtime McCampbell was authorizing. McCampbell also ordered her to change his salary to his base contract amount of $125,000 instead of the. $401 , 704.26 he actually received in 2008 with selling back sick days.  She was relieved when McCampbell asked her to change the report and stated “McCampbell explained that the cover up was to protect the Mayor, which did not make sense”

Mr McCampbell worked very hard with his secretary, and the Village Accountant, calculating his pay and determining how it was paid out. and were the only people who saw the defendant’s contracts once they were signed. His assistant would tell McCampbel that his employment contracts were “kick ass” contracts and that she wanted McCampbell to write a contract for her someday. She confirmed that McCampbell wrote all his own contracts and bragged about his ability to get them signed stating “I’ll just give them a whole bunch of papers and it gets them confused and they’ll just sign anything” (talking about the Mayor and board of trustees) , McCampbell was known to carry a cart full of documents to meetings and just keep talking until he got what he wanted.

FACT: ROY F McCAMPBELL has stated his intention on running for school board of School District 81 on the April 2015 ballot. Is this the type of man anyone would want having a say in how are tax dollars are spent, or how your children are educated?

I am a bit perplexed and saddened that this individual has the nerve to actually ask for peoples votes!

In subsequent blog articles I am going to explore each of these FACTS more in depth.  We all have a right to differ in our opinion with others.   We need to respect this right of differences of opinion and approach it in a civil manner, but also respect the interests of the constituants in this community and know when to step back.

OPINION: McCampbell has many people tricked into thinking he is doing honorable work  Examples:

  1. Roy, your colleagues, friends and your family know who and what you are. All others matter not one bit, they are merely petty and jealous (and who could blame them). The only way they can be big is to stand on your shoulders. Let them spin their lies, they deceive no one but themselves.
  2. Way to go Roy, tell it as it is…..

OPINION: McCampbell has an unnatural fear of potholes, radon, landfills, and honest people.

I recently had to reset my facebook account. I will not get into the reasons why at this time, but I had already been kicked off of all Roy F McCampbell’s pages. I can understand that he would not want his friends knowing the truth about him, but the page Resident Citizens’ Community Alliance is not run by Mr McCampbell, and is the perfect intelligent page that once not long ago allowed my posts. I am now blocked from that page. I’m not sure why or what has happened, but seemingly it is a continued effort by Mr McCampbell to propagate his fake persona, and hide the truth. Remember Mr McCampbell has no true power in this community. He only has the power that people give him.

What does that mean? This quote, and variations of it, shows up attributed to a couple people, including as an African Proverb, but the longer version is his, and goes as follows:

‘There is no more neutrality in the world. You either have to be part of the solution, or you’re going to be part of the problem.’

This is one of the duality quotes where you are sorted into one of two camps. The solution camp and the problem camp, in the case of this quote.

The question is: Can you sit on the sidelines, or does not helping make you part of the problem? Not every problem requires all-hands-on-deck, but I think far too many do too little.

Why is doing something important?  
Doing something is important. But doing just any old thing isn’t usually very helpful. So there will be a time for reflection, a time of observation and planning, before useful action can commence. Sometimes, we know what to do because we’ve seen it before, that’s fine.

However the random action, the “But I’m doing something” is usually counter productive. Look at knee-jerk politics. An emergency occurs. There is some useful reaction, but then the opportunists descend like vultures, ready to exploit the event for their own purposes.

Instead, the more productive work is typically done by examining the needs, and thinking about how to best fill them. While it can get complicated with special needs or odd circumstances (such as a storm, where roads and power are out, but food needs to be moved, stored and prepared), a little planning goes a long way.

While there are new ‘problems’ surfacing all the time, many are extensions of known problems, or at least sufficiently similar to existing ones that we have a clue as to what we have to do. That is why some people spend their lives finding patterns in solutions.

Where can I apply this in my life?
There are problems in all of our lives. There are plenty of problems in our local and national governments. There are plenty of problems in the world. Where do you want to start? I would recommend in your personal life, but it is your choice, right?

One thing that makes this difficult is that not everyone sees something as a problem. To some, it may be exactly as it should be. Then you have people who agree that something should be done, but want to do the exact opposite of what you wish to do. And there are those who wish the exact same end as you, but believe a different path will solve it more quickly or easily.

So one way to minimize these issues is to start with yourself. Hopefully you can come to a conclusion regarding the status of something as a problem or not. Also you should be able to determine both the direction to take, and the proper path to get there, right?

What are some of the problems in your life? I know, that’s a really heavy question, but by doing nothing, are you part of the solution, or part of the problem? At least start by thinking about the problems in your life, and making a list. Grab some paper and get busy.

With a list of some of the issues in your life in front of you, put a mark next to the most significant challenges you face in the next few months. Two or three should be a good start, as you can always come back for more challenges at a later date, right?

Select one and consider this: You know where you are, but where do you want to be? If you have a money shortage, you would select a different solution if you were just a few dollars short compared to being a few thousand dollars short, right? Think about that for a moment.

Now try to figure out which direction you want to go. What is the solution, in the broadest terms. In the money example, do you cut spending, find a new source of income, some of both, or do you rob a bank? Be honest with yourself regarding what you are willing and able to use as the solution.

Now consider what the actual path might be, or come up with several options, in case the first one doesn’t work out as well as you hoped. Going back to the money issue, can you get more hours at work? Can you get a second job? Can you make things on the side to sell at garage sales?

You have identified a problem, and come up with some ideas on how to solve, or at least reduce, the problem. But until you take action, are you really part of the solution? So now it is time to get busy. Pick one of your options and get started.
